Two years after the War with Voldemort has ended, the Wizarding world is struggling to pull itself back together. Draco Malfoy is paying the bills for the bankrupt Ministry, but that certainly doesn't mean they trust him. They set one of their best Aurors to monitor him, but the only way to grant her full access to all his activities is to arrange for them to be legally married.
